Portugal – a market of high offshore wind potential

Norwegian Offshore Wind has organized several visits to Portugal.

According to several analysis, Portugal has a technical potential of 117 GW of offshore wind, and the Portuguese government has set high ambitions: 2 GW in operation and 10 GW of leased projects by 2030.

Most of the planned offshore wind projects will be floating. In Q4 2023 the Government published an Expression of Interest (EoI), where wind developers demonstrated a will to target the Portuguese market. 

2024 will be a year of milestones for the Portuguese industry, as the prequalification for tenders of 3.5 GW is expected to be published. 

-The potential of and ambitions for floating offshore wind in Portugal makes this a quite interesting market for offshore wind companies across Europe, says Einar Tollaksvik, who is heading up the working group for Portugal in Norwegian Offshore Wind. 

He encourages the Norwegian supply chain to position themselves at this stage.

-The existing strengths and weaknesses in the Portuguese supply chain makes this a perfect fit for Norwegian expertise and solutions. With the publication of the Expression of interest before Christmas, the timing for the Norwegian suppliers is perfect, says Tollaksvik. 

Norwegian Offshore Wind (NOW) has established strong collaborations with industry clusters and representatives on the ground in Portugal. In cooperation with Forum Oceano and Wavec, NOW is setting up a webinar on Friday 16th of February on the latest development in this exciting offshore wind market. Forum Oceano will present the status in the Portuguese market. Wavec will make a deep dive into the companies that have expressed interest for the tenders in Portugal, and NOW will present their plans for 2024 aimed at the Portuguese market.
