West Pomerania: A Rising Offshore Wind Hub in the Baltic Sea

This is highlighted as one of the most relevant near-term markets for Norwegian and international suppliers. At the forefront of this development sits the Swinoujscie Offshore Terminal, Poland’s first dedicated installation port for offshore wind.

The Swinoujscie Offshore Terminal was officially launched in 2025 as Poland’s first offshore wind installation terminal, and is now in full operation and booked for 70% of the capacity servicing offshore wind projects in the region. The terminal has been developed by Polish developer ORLEN Neptun as part of their broader offshore wind strategy, and combines installation terminal and marshalling port functions to enable storage, pre-assembly and load-out. It is considered one of the most modern offshore wind port facilities in Europe, and is a critical enabling infrastructure for Poland’s offshore wind expansion.

Built for scale: Capabilities and technical highlights

The Swinoujscie Offshore Terminal is designed to handle next-generation turbines (15 MW) and the largest installation vessels. It can support foundations (monopiles, jackets), towers, blades, nacelles and offshore substation topsides (up to 24,000 tonnes). An advantage of the investment in Świnoujście is its excellent location, providing convenient rail, road, ferry and air access. Concrete entry points for suppliers could be within logistics, heavy lifting, assembly or O&M preparations.

A strategic hub for the Baltic market

The terminal is strategically located in Swinoujscie where it can serve not only Polish projects, but also projects in Denmark, Germany, Sweden and the Baltic states, contributing to the energy independence and security of Europe. Projects such as BC-Wind (Ocean Winds) and Baltica 2 (PGE/Ørsted) are already being supported from the terminal, and it is central to ORLEN’s pipeline of offshore wind farms such as Baltic East and Baltic West. Early expansion plans indicate strong demand and long-term market growth in the region.

The success of the Swinoujscie Offshore Terminal as well as the flourishing environment of infrastructure and manufacturing emerging in the region, illustrates the speed and scale at which the Polish offshore wind sector is developing. This also means opportunities for Norwegian and international suppliers wanting to position themselves in the market, as there is a strong need for installation expertise, marine operations, supply chain integration and digital solutions for logistics. In West Pomerania there is the opportunity to plug into a developing market relatively early, where supply chains are still being formed. Here is a natural fit with Norwegian experience from North Sea project execution, harsh environment operations, and offshore logistics and installation.
