The Crown Estate unveils £400 million investment to supercharge UK offshore wind supply chain

The UK’s offshore wind ambitions received a significant boost as The Crown Estate announced plans to invest up to £400 million in new enabling infrastructure to accelerate the sector’s growth.

The proposal—unveiled at the 2025 Global Offshore Wind conference in London—aims to address critical supply chain constraints and drive forward the country’s clean energy transition.

Published in its new strategy, Powering Offshore Wind, The Crown Estate outlines a medium-term commitment to strengthening onshore infrastructure that supports offshore wind development. This includes construction of ports, manufacturing hubs, and research and testing facilities, all essential to speeding up project delivery and scaling the industry.

Closing the gap

A key constraint identified across the sector has been the limited capacity of the domestic supply chain, which threatens to delay deployment timelines and dampen investor confidence. By targeting infrastructure gaps, the plan is designed to unlock private capital, reduce project risk, and deliver economic opportunities to coastal communities across the UK.

Backed by new powers under the Crown Estate Act 2025, the investment will be delivered through two programmes:

  • A £350 million Supply Chain Investment Programme (SCIP) to co-invest in large-scale infrastructure supporting accelerated offshore wind deployment.
  • A £50 million Supply Chain Accelerator (SCA) focused on early-stage development, now in its second round, with up to £15 million available for projects including port-related infrastructure. Applications close on 27 June 2025.

The Crown Estate is working in alignment with major public initiatives such as Great British Energy, the National Wealth Fund, and the Offshore Wind Growth Partnership, ensuring that investments are coordinated and aligned with national priorities such as the Industrial Growth Plan. Together, these initiatives are working to create a competitive, resilient and innovative UK supply chain capable of delivering clean energy at scale by 2030.

UK Government reinforces framework with wider reforms

In parallel, the UK Government is taking action on several fronts to strengthen the overall framework for offshore wind development. Measures under consideration include reforms to the Nationally Significant Infrastructure Project (NSIP) process, improvements to the consenting regime in Scotland, and extended commissioning responsibilities for offshore transmission. Additionally, the government is establishing a Nature Restoration Fund to support biodiversity goals alongside renewable energy expansion. These actions are intended to address permitting and grid connection bottlenecks—critical enablers of faster and more predictable offshore wind deployment.

The announcement has been widely welcomed by the offshore wind sector as a strategic move that combines long-term vision with practical support. Public institutions have already begun ramping up support for offshore wind infrastructure, and The Crown Estate’s additional commitment reinforces the UK’s leadership position in the global clean energy race.
