PGE Baltica: Powering Poland’s offshore wind future in the Baltic Sea

Building a New Foundation for Poland’s Energy Security

Poland is rapidly expanding its offshore wind sector, creating a key pillar of the country’s energy transition and modern economy. This is one of the largest infrastructure undertakings in Poland’s history, with planned investments that may reach up to PLN 500 billion by 2040. Offshore wind is becoming a major driver of economic growth, stimulating domestic industry, generating thousands of jobs, and fostering innovation.

PGE Polska Grupa Energetyczna, the largest energy company in Poland, identifies offshore wind as a strategic development area in its 2035 Strategy.

The Group plans total investments of PLN 235 billion, allocating PLN 85 billion to the development of renewable energy sources, both onshore and offshore. By 2035, our generation portfolio is to include, among other sources, 4 GW of capacity from offshore wind farms.

The strategy focuses on building a flexible and modern energy system based on renewables, energy storage, gas‑fired balancing units, and an expanded distribution network.

PGE Baltica – Poland’s Largest Offshore Wind Portfolio

PGE Baltica is responsible for implementing the PGE Group’s ambitions in the offshore wind sector. As a dedicated competence center for the preparation, construction, and operation of offshore wind farms. PGE Baltica is developing the largest portfolio of offshore projects in Poland, comprising 8 projects in the Baltic Sea with a total capacity of over 6 GW — one of the largest offshore portfolios in Europe.

Key Offshore Wind Projects:

Baltica 2 – 1.5 GW

The most advanced project in the portfolio, developed jointly with Ørsted. Once commissioned in 2027, Baltica 2 will be the largest offshore wind farm in Poland, supplying green electricity to approximately 2.5 million households.

Baltica 3 – 1 GW

Currently in the phase of optimization and preparation for contracting. In 2025, work was carried out on the concept of the project's technical reconfiguration.

Baltica 9 – Supported in Poland’s First Offshore Wind Auction

In December 2025, Baltica 9 secured a contract for difference in Poland’s first offshore wind auction. PGE plans to develop the project together with the neighboring FEW Baltic II project (approx. 350 MW), expected to be acquired from RWE. The transaction is planned for completion in the first quarter of 2026. And the planned commissioning date of the combined projects is 2032.

PGE Baltica at Power Connect 

PGE Baltica invites companies interested in the current status of its offshore projects carried out by PGE Baltica in the offshore wind energy sector to attend a dedicated session during Power Connect.

19 March, 9:30–12:30

The event is addressed to both the local and international suppliers seeking to actively participate in the development of the Polish offshore market and projects implemented by PGE Baltica.

 During the meeting, we will present:

  • an overview of the current status of our projects,
  • our ongoing procurement needs,
  • the planned procurement schedule for 2026.

We will also present our local content approach to the development of the supply chain and how we facilitate cooperation between Polish and international companies across our business areas.

Supporting Infrastructure for Offshore Wind:

Operations and Maintenance Base in Ustka

A modern O&M base is under construction in Ustka. It will support the Baltica 2 project in the first stage. Commissioning is planned for the fourth quarter of 2026.

Onshore Infrastructure

For Baltica 2, the onshore infrastructure is being built in Osieki Lęborskie (Choczewo municipality). In Poland, developers are responsible for constructing these facilities, demonstrating the technical capabilities and maturity of PGE Baltica.
