A historic milestone: Vindafjord greenlight for offshore wind port

In a move that signals a new era for the Norwegian renewable energy sector, the Vindafjord Municipal Council has officially approved the zoning plan for the Dommersnes Industrial Area, in offshore wind known as Windafjord Port. This landmark decision paves the way for what is believed to be the first industrial site in Norway specifically regulated with an offshore wind port as its primary purpose.

The approval represents a major victory for the offshore wind industry, the local community, and Norway’s broader ambitions to lead the global energy transition.

A Critical Piece of the Puzzle

For the offshore wind industry to scale, infrastructure is one obvious bottleneck. The Dommersnes project, managed by Dommersnes AS (Windafjord Port) — a joint venture between Vindafjord Municipality and Westcon Yards — aims to transform the area into a premier fabrication, assembly, and outfitting site, with a specific focus on floating offshore wind.

Astrid Green, Business Development Manager at Norwegian Offshore Wind, highlights the national significance of the vote:

This approval marks an important milestone not only for Vindafjord, but the entire offshore wind industry in Norway. Developing dedicated port infrastructure is critical to enable large-scale deployment, and it is encouraging to see strong local commitment combined with careful consideration of environmental impacts.

Years in the Making

The road to approval has been long, involving rigorous environmental assessments and negotiations with the County Governor (Statsforvalteren) to ensure nature conservation. Jørgen Jorde, Managing Director of Dommersnes AS, expressed both relief and excitement following the council's 21-to-4 majority vote.

"The final approval of our zoning plan is a vital milestone after a long process," says Jorde. "I believe this is likely Norway’s first approved zoning plan where an offshore wind port is the explicit purpose—and it is an important milestone for the industry as well."

While other Norwegian ports have already conducted offshore wind operations under general industrial regulations, the Dommersnes plan is unique in being tailored specifically for the technical demands of the industry from the outset.

Jorde emphasizes that while the plan is now secure, the work of securing financing and a steady project pipeline begins now. 

Investment in this sector is long-term; it will typically take 4-6 years to fully prepare the area. With current financial uncertainties, state support schemes are more important than ever to ensure an early start. Without new ports, there will be no offshore wind—especially floating wind. We need to start building now.

Ideally Positioned for the North Sea

The Dommersnes site offers a unique set of geographical advantages that make it a natural hub for North Sea developments.

About Windafjord Port:

Strategic Location: Only 44 nautical miles from Utsira North.

Deep Water Access: Depths of 10-30 meters at quays, extending to over 100 meters, with no air draught restrictions (no overhead power lines or bridges).

Massive Capacity: Up to 530,000 m² (53 hectares) of industrial space with bedrock foundations capable of supporting extreme loads.

Sheltered Waters: The site offers calm conditions and over 10 million m² of nearby wet storage area for floating foundations.

Local Impact and Future Growth

While the project has faced local debate regarding the scale of industrial activity, the political majority in Vindafjord sees this as a vital engine for local growth. During the council meeting, proponents pointed to the "ripple effects" created by previous large-scale projects at Westcon, which boosted local service industries, shops, and employment.

The development is planned in three distinct phases:

Phase 1 (2027): 74,000 m² of area ready for operation.

Phase 2 (2029): An additional 120,000 m² and 560 meters of quay.

Phase 3 (2031/32): Completion of the full 430,000+ m² site.

As Europe looks toward the North Sea to solve its energy needs, Windafjord Port is now positioned at the starting line, ready to turn Norwegian offshore wind ambitions into industrial reality.
