Portugal’s Offshore Wind Market
Portugal is positioning itself as a future leader in floating offshore wind. The country is targeting 2 GW installed and 10 GW leased by 2030, supported by a new regulatory framework and competitive leasing system identifying 9.4 GW of potential sites.
Although recent political changes have led to some delays, the new Democratic Alliance government has reaffirmed its commitment to offshore wind. Leasing is now expected to open in 2026–2027, with construction beginning in the mid-2030s.
Portugal’s strong wind resource and proximity to Spain’s developed supply chain provide excellent conditions for growth once regulatory stability is achieved — making this a pivotal time to establish early partnerships.
